Apologizing for Mistakes in Afghanistan

With all the mistakes being made in Afghanistan - killing sprees, Quran burnings, urinating on Taliban bodies - the President and others have been doing their fair share of apologizing.  There are different ways of apologizing and varying views on whether saying "I am sorry" is necessary or effective.
