Paper - Foreign Culture and Train, Advise FSF

The United States is conducting train, advise, and assist missions in areas of the world where foreign cultures are sometimes perplexing and will complicate the mission. In many of these locations the private sector and intergovernmental organizations (IGOs) have experience that DoD should learn from and adapt into its training and education programs. This paper presents some of those lessons gained in the non-security development sector that could be useful in future training and advising missions for foreign security forces.
