High Peace Council in Talks with Taliban

The Afghan High Peace Council is in talks with a Taliban faction based in the United Arab Emirates (UAE). Talks with the Taliban are problematic for many reasons. One is the sincerity of the Taliban - there has never been any demonstrated gains as a result of negotiations with the Taliban. A second factor is that there is always a question of whether the individual or group representing the Taliban . . . are really representing the Taliban.
