Dempsey Says Afghan Forces "Surprisingly Positive"

General Dempsey, the chairman of the Joint Chiefs of Staff, said that the past year for the Afghan National Security Forces has been surprisingly positive. He says the Taliban failed to achieve their state objectives of the 2013 fighting season.
