Paper - "Resolute Support Light" by AAN

A paper just published examines NATO's new mission - Resolute Support - and provides some concerns and recommendations. The paper suggests that the RS mission and organization assumes that the primary problem with the Afghan National Security Forces (ANSF) is of a "technical" nature - the inability to provide fires, air support, intelligence, and logistics support to the ANP and ANA at the zone and corps levels and below. The author suggests that the primary problem with the ANSF is not "technical" but rather the existence of corruption, factional divides, and a "rent seeking" culture.
