CRS Report Not Optimistic on Afghanistan
The Congressional Research Service (CRS) has provided a report to Congress (but not released to the public) that is very pessimistic on the outlook for Afghanistan even if the Bilateral Security Agreement is signed and the U.S. and NATO can leave 10K and 6K advisors in Afghanistan post-2014. The report is entitled "Afghanistan: Post-Taliban Governance, Security, and U.S. Policy", by Kenneth Katzman for CRS, dated January 17, 2014.
