Paper - Hurdles to U.S. Stabilization Operations
A former defense analyst, Renanah Miles, writes a paper explaining why civilian agencies were unable to develop effective programs to assist the military in stabilization and counterinsurgency efforts in the Iraq and Afghan wars.
