The Harm the Taliban do to the Afghan Population - Keep it Quiet or Let Everyone Know?

Many have stated that there are very few differences between how McCrystal and Petraeus are running the war.  One difference, although not a big difference, is the decision by Petraeus to spread the word on the harm the Taliban is doing to the Afghan population.
