Karzai Secretly Talking With the Taliban

News reports are coming out that Karzai has been secretly talking with the Taliban over the past several months. The peace talks have not involved western allies (including the United States). Karzai has been behaving strangely lately - releasing hardened Taliban members from detention and refusing to sign the Bilateral Security Agreement.
